infra: buildbot master configs and slave systemd service file

* master: master.cfg and example pass.cfg file
* worker: systemd service unit file.

  Setting up a slave/worker is trivial:

  su - buildbot
  buildslave create-slave . radia.quagga.net buildbot-<name> <password>
